Recording meetings for Issue Triage

Currently we try to take meeting notes for each issue triage, but conversation can move fast, and we often don't have a good scribe; One way we could handle this is through doing recordings and automatic transcription of meetings.

This probably goes towards defining an overall process for the Issue Triage meetings, but should help increase participation and documentation of these meetings.
