carton test runs twice?

Is it intentional for carton test to be invoked twice?

Running swift run carton test --help results in:

Running "foo/bar/swift" "--triple" "wasm32-unknown-wasi" "--scratch-path" "foo/bar/carton" "plugin" "carton-test" "internal-get-build-command" "--help" "--output" "/var/folders/yd/46wg9ss97qz_57g5zygqwsq40000gn/T/carton-Q3qrvQ"

and

Running "foo/bar/swift" "package" "--triple" "wasm32-unknown-wasi" "--scratch-path" "foo/bar/carton" "--disable-sandbox" "plugin" "carton-test" "--help"

so the help menu prints out twice. Is this intentional?
