Cannot load synthea fhir R4 data to hapi R4 FHIR server

When I try to use fhir-py package to connect Hapi server and load synthea fhir patient bundle.json (I generate it via java 1.14) to server. I get these error:

"HAPI-1091: Invalid match URL \"Organization?identifier=https://github.com/synthetichealth/synthea|152a9850-8a9e-34d2-b857-aeecb71d9d9e\" - No resources match

And I checked the url https://github.com/synthetichealth/synthea|152a9850-8a9e-34d2-b857-aeecb71d9d9e it will return 404.

Does anyone familar with this? how can I change the Organization?identifier= url to solve this issue?
