Promote Voting Members

As a DAO voting member, I want to be able to elect other members to be voting members so that I can empower different people to perform different tasks (note: everyone is by default a contributing/building member and can post projects).

So 2 things need to happen: 1- members promoted to voting members
2- tasks?
Could you elaborate more on "tasks"

This is the ONE level of permission. This story speaks only to the ability to vote for a member to become a voting member - this is something, ironically, that can only be done by other elected voting members and my thought was a simple majority. There are other stories that speak to the tasks (they will start with "As a DAO voting member..."

On the frontend side we don't have a designed flow for this yet.
