Issue tracking in git for blender releases

Testing issue creation in git for pull request #67

Need to find a way to allow Tangent Animation artists/users to add bug and enhancement requests that can be tracked on the development side. Not sure that git's issue system will work, given that not all users within Tangent have a git account.

Open to suggestions as to how to implement a system - when running things like svn and hg previously, I used trac. Looking at other plugins for git, systems that tie into git (and or Jira), etc.
