When you run specs, it says:

You are using Excon 0.25.3. WebMock supports version >= 0.27.5

It doesn't seem to make any tests fail as of yet but it needs looking into.

Any idea what change in the code base brought this about?

looks like the webmock gemspec needs updating: bblimke/webmock#347
