Copy LICENSE.txt to root of repository

@tanvidom can you please copy the LICENSE.txt file to the repository root as well, in addition to having it inside of each language folder (in the CLIxIndia-Dev fork). The final structure should look like:

en/
  - LICENSE.txt
hi/
  - LICENSE.txt
te/
  - LICENSE.txt
LICENSE.txt

If TISS wants to add a license for the hi and te translations, it should be able to add some text to the LICENSE.txt file about that, as suggested in these posts:

@cjshawMIT Ok, I have added the license file. I will add the TISS license to the hi and te version of it as well as to the outer license.txt in a day.
