Ability to list and read news items from Tarantool Team. Inspired by eselect news.

Presence of new items may be highlighted at end of execution of other commands. For example, what I see on emerge --sync:

 * IMPORTANT: 1 news items need reading for repository 'gentoo'.
 * Use eselect news read to view new items.

How to conveniently track which items is read? In eselect news it is system wide information and it is tracked in /var/lib/gentoo/news/. There should not be a problem if we'll install tt into the system (so a directory with necessary permissions can be created in /var/lib/). But it may be a problem, when tt is installed using go get.

We can publish those news as files in the tarantool repository in news/ directory.
