Problem

ctypes_stubs_js library tests expect node.js to be installed for running tests.

Summary

Currently we don't support anything in the way of external executables. For JSOO libraries perhaps providing a version of node.js installed is an option. Investigate the library in question and a sample of community JSOO libraries, and provide a summary of the testing options used.

Outcome

ctypes_stubs_js should be buildable and running tests in tezos-ci.
