Perform installation test with BATS

A few of the install steps have already been moved to [BATS](https://github.com/tarpn/tarpn-node-controller/blob/main/scripts/test-install.bats) which is called from the [build workflow](https://github.com/tarpn/tarpn-node-controller/blob/main/.github/workflows/build.yml).

It would be nice to move all of the install steps and checks from the "Install package and systemd unit" into BATS
