JWT 토큰 인증 및 인가 과정 로직을 진행한다

📝 상세 내용

로그인 로직을 통해 인증 과정을 진행하고 인가를 통해 투표를 할 수 있는 권한을 부여한다.

🔢 체크리스트

✅ 로그인 과정을 성공하면 토큰을 발급하는지
✅ 투표 버튼을 눌렀을 때 특정 권한을 보유한 유저만 인가 과정을 통과하는 지
