Don't track full state for the RampingVersion. #67
Description
To avoid confusing users and storing more information that we need, we should drop the current RampingVersion status field and instead just pass a ramping version ID through out-of-band to the planner. The field is only useful to handle the case when target and current are the same, but we have a leftover ramping version due to a rollback.
