TL;DR

Checking the module, I see it lacks the google_service_account_iam_member resource.

I wonder if it is something by design, that this should be done separately, or if you agree it should be here. If so, I could gladly open a PR to include it.

Detailed design

Same logic as with the Project IAM, but with the SA IAM.
