[Bug]: Empowering tools doesn't work

Bug Description

Empowering tools in spirit doesn't work. Pushing the button even with souls in a soul crystal causes no effects or an indication of a change at all. causes

How to Reproduce?

1. Open up a world
2. Get a soul crystal with souls in it
3. Get a soul steel tool that can be empowered i.e. anything but the bow
4. Press the keybind for empowering or any number of things
5. The tool won't be empowered

Expected Behavior

I expected when I pressed the keybind for empowering to have some sort of effect like it is shown in the video linked in the mod description on CurseForge. I expected like a fire aspect effect with blaze souls for example.
