Allow people to enter their zip code earlier (before prompt)

For calls where zipcode isn't given by the form, a user should be able to enter their zipcode as soon as they receive the code, rather than waiting for the message to play out.

This also applies after we fail to recognize their zip the first time around, the beginning prompt where we ask them to enter their zip code again has a similar problem.
