Short rest Tended to missing selectable actors

Describe the bug
When short resting the "Tended to" option does not have anyone selectable in the dropdown

To Reproduce

1. Perform a short rest
2. Click on the "Tended to" option
3. No options present in dropdown

Expected behavior
On clicking the "Tended to" option expected to be able to see other actors

Additional context
I'm unsure if the reporter had other actors in the game when attempting this (which I assume is necessary for this to work) so might be worth just double checking that's not the issue
