Health and Focus Bars on Actor Sheets should have hover +/- controls

Ease of use feature for smaller increments

Describe the solution you'd like
When hovering over the bars on the sheet there should be increment & decrement controls displayed that allow a user to change the value up or down by one per click (provided they have permission to make such alterations).

Describe alternatives you've considered
None, just popped up as something we're missing that's a fairly standard design pattern. No real urgency as the fields are emminently useable and can be clicked and typed in currently to set the value. This is a QoL feature.
