On Draw end do not set layer style to .inactive but keep .active;

Hello.
Is there a way to make that when i draw the rectangle to keep it still as "active" (orange colored) , instead of turning it to "inactive(blue color)" . Because right now the moment i draw the rectangle it will automatically turn in to inactive layer .
