Loop in dependency updates in a repo

Describe the bug

Currently there is a loop of updates in the [solver repo](

To Reproduce
Steps to reproduce the behavior:

1. Go to https://github.com/thoth-station/solver
2. Find the list of issues and PRs

You will see lots of closed issues like thoth-station/solver#2965 and PRs like thoth-station/solver#1871 with hundreds of rebases

Expected behavior

No loop.

The updates to the PR are causing a constant flow of requests to other bots looking at the PR, as it is getting refreshed again and again.
which causes the other bots to be flooded.
increasing the priority of the issue.

I don't think this issue is permanently solved yet. However, the underlying issue is tracked by #873
