Allow more characters in environment names

This is in fact a valid environment name:

\newenvironment{ !"'()*+,-./0:;<=>?@`|}{...}{...}

Though, we don't allow the definition of custom environments, so this is actually kind of a moot point.

This is actually more relevant to labels, which presumably also allow all of these character.
