Arm template does not enable appInsights Extension

Dear team,
When I tried the arm template, I noticed that both webapp and appinsights were created successfully. Also the instrumentation key was put inside the app settings. However, I could not get the application insight extension enabled. Is there something else I need to do
Note that I did not use the powershell script and just deployed the template directly in portal
