[REQ] Transition to pyproject.toml

**What is the requirement? Please describe.**
We want to update the code to use the modern and standardised pyproject.toml. 

**Describe the solution you'd like**
A pyproject.toml to replace setup.py/requirements.txt

**Describe alternatives you've considered**
I could leave this as is, but I don't like that option.
