Define Each Milestone Status Objective

- Currently, the app won't show Draft milestones to copilots in Work Manager, client won't see draft milestones
- Currently, the app will request customer approval if the milestone status is In Review, and when approved it moves to Review status. PM/Copilot can send it back to customer by setting the same milestone to In Review

We need to define the behavior of the other milestone statuse.
