Agent.php 与 QcloudAgent.php 文件中里都是存在 formatMobile() ,冲突导致无法获得手机号，短信发送失败。

@Guogb 需要将这个formatMobile（）注释掉。然后在发送的方法中，讲'tel' =>'to'，更改为'tel' => ['nationcode' => '86', 'mobile' => $to],
