Deactivate Debug information

If a config file with the provider exists debug information is always displayed. E.g:
```
$ tss2_getrandom -n 4 -o /tmp/rand -f
PROVIDER INIT
PROVIDER TEARDOWN
```
Perhaps it would make sense to allow deactivation of this debug messages?
