This is the second part of enabling Esti to run on Dependabot PRs. The first part was #8381 .

What

Add "dependabot secrets" to the settings of this repo. We already did this, most of them appear to be there. But Esti still does not run on Dependabot PRs - TestAWSCatalogExport/glue_exporter fails, for instance here. Probably a missing permission somewhere?
