SR Followup Date Changes

To allow for better sorting of SR during Dispatch, we are going to expose the Followup Date during SR creation and default to the current date. Additionally a secondary sort will be added to the Dispatch Deploy map on the Followup Date field. Primary sort will remain "Priority". Lastly, need to expose the Followup Date in the Dispatch Deploy List section so the sorting is more clear. Lets put right after SR#.
