We want a module to assert phase-1 validation, in particular the rules defined by the Alonzo era.

DoD:

we have docs describing each validation rule
we have a function to evaluate each rule
we have unit tests with 100% coverage of each rule
we have evaluated all of mainnet Alonzo txs successfully
