Smaller sized display hides Introduction graphic text #10

With a smaller window than a full screen browser window, the text in the observations figure section is off screen.

STR:

Load webpage at full size of desktop window.
Scroll to introduction graphic and text for # of observations.
Reduce webpage to half size of desktop window.

Expected: Text and image rescale to still be viewable.
Actual: The text is off screen.
