[globe/controls]: allow camera rotatio and rotating across the poles

Currently, it feels like you get stuck at the poles since the controls won't allow the camera across.

Moving across the globe means the camera must be allowed to be upside-down, so we need to add the ability to rotate the camera about the view-axis. This would also give the compass icon a proper meaning to restore the north-up orientation.
