User request:

to manage the content:
- to split the wiki's content in two parts, one private (myself only),
  the other public (everybody even anonymous): wgGroupPermissions
- to avoid to upload logo as e.g. the Creative Commons' one:
  wgAllowExternalImages
to customize the presentation:
- to get the french wiki's interface: wgLanguageCode
- to change the logo: wgLogo
- to setup a favicon and a notice: wgFavicon and wgSiteNotice

About wgLogo and wgFavicon: it will also require to be able to upload
the files.
