Make link to google form with comments/bug accessable from profile

We have a link to a google form in the bottom of the landing page - it is only accessible when user is not logged in.
Make it accessable even when the user is logged in - either add the buttom bar from landing page to all pages in logged-in state, or only to profile page.
Possibly also add the link to the text box that folds down when clicking HELP button on profile page

We need to add the footer to the new design. It should include the link to our google-form for bug reporting, the text produced "produced for UCLA students by UCLA students", A reference to DevX, and links to our privacy terms (which don't exist yet, but will be ready very soon).
If possible the footer should run on all of our pages (except messages).
