CI/CD is not running on PRs from people outside of the maintainer group

Upon a pull request, all members should be able to run the CI/CD pipelines against their codebase. Currently, only maintainers can run it, which somewhat defeats the purpose of having CI/CD.

We'll keep build-addtl from being able to be run by contributors since eventually we'll deploy this and hide credentials from the pipelines. We should put tests that actually log into the database into build-addtl from now on @fmcubium
