Animation utilities

I wonder if we should have some animation utilities in the UI library, e.g. when opening popover and make it has smooth animation?

E.g. something similar to what exists in Shoelace library.

For example the animation of the dropdown component here (which is used in the color picker)

It may also be easier the add custom elements with same transitions, timing etc.
