Use CBOR encoding for hashing

Tested using locally go aggregator commit f8fff8fac5997f9ea83e8b095c4166cb8e51f7d7 and state transition SDK commit fd1f327.

As the change is related to internal functionality for now I can verify that inclusion proof verification is passing if correct trust base is provided, for that I have been using TS SDK by submitting commitments and get inclusion proofs requests to GO aggregator in HA mode. Tested together with #67 (comment).
