Field Collection theme_hook_suggestions in wrong order?

I believe [1] and [2] should be flipped. The field_fc_section_title field uses the field__field_fc_section template even though a field__fc_section_title template exists.

Investigate if this is how it works outside of TIMS

field_fc_section is the Field Collection. You can't make a template for it with without that template also being used by one of its children (such as _title).

Quick fix is to use a field__field_collection template instead (but of course that will be used for any and all FCs)
