For sections, we're combining the administrative label and the rendered section title into the title field (at least that what the code comments suggest). The section is required to be labeled; however, the display of that title is optional. The description language is confusing in that regard:
Perhaps remove the description text from the 'title' field and add something to the 'title_display' field for a description. E.g. "Display the title as the section's heading"
