new location is based on old location
two types of new location: deselect and withdrawn
entire set will have one type or the other, user indicates when launching process
use map to get new value, eg
current | deselect | withdrawn
Knight | kdeselect | kwithdrwn
status: item in place/missing/item not in place => missing
internal note 3: "" => WD FY #append?
