Feature Request: Cleanup obsolete files from changelogs directory

Is your feature request related to a problem?

Each time releasepost is executed, it creates new files per releases but if some releases have been removed from upstream, releasepost don't try to delete them locally

Solution you'd like

At the beginning of a releasepost, I would like for Releasepost to delete changelogs directory so we can start from a fresh environment
