cache should be by version of Perl rather than by tag #14
Description
Tag is usually fine for production releases of Perl, but when we bump the dev version of Perl it breaks the cache and the cache has to be thrown away manually. We could avoid manual intervention and not have to purge the production caches if the cache were keyed off of the version of Perl instead.
