Recommended way to satisfy Requirement

For our use case we have a design specification, at the moment we reference the requirement key that gets satisfied in the document at multiple places by name which is also the id. But we don't define the requirement in the same document. Is there a way to archive similar behavior with sphinx-needs? For my understanding every id can only occur once.
