Description
In the announcement option, If we use the wrong URL should be shown a warning

How to reproduce
Step 1: Go to the admin side, click on knowledgebase and click on announcement option

Step 2: Create an announcement with the wrong URL and save it in the link URL field and save:

with text and special characters:

Possible Solution
If we use the wrong URL in the Link URL field should be shown a warning like this:
