a11y: move the <span> subindicator outside the menu link anchor tag #231
Description
In order for people to differentiate between what clicking on a link will do, and clicking on the subindicator will do, they need to be able to see, read, and activate each separately. The <span> element needs to be moved outside the <a> element.
This issue can be paired with #230 as an alternative to #204
