Create a drop-down program menu that will display a list of all available apps. Selecting an app on the list will open the app (the same as double clicking its icon in the desktop).
The placement of the program menu should be configurable (one of the four corners of the desktop). If it is placed alongside the taskbar (RO-75), then it should be styled to be visually integrated as a part of the taskbar. The menu itself should only be shown in the desktop, so if it is placed at the bottom, the menu would "drop up" instead of "drop down".
Unlike icons (in RO-64), there will currently be no way to disable an individual app link in the program menu.
