support two unlock for foreign api and owner api #140
Description
usecase:
enable foreign api for receive after unlock, and permit receive tx only.
unlock owner api when needed, and lock when finished.
what I want:
- unlock foreign api only
- unlock&lock owner api only for a period
question:
is it should be implemented in grin or wallet713?
