Investigate whether we can remove our dependency on WABT

See if we can remove our dependency on WABT (pronounced "wabbit", like Elmer Fudd)

Motivation
Downloading and building WABT is time consuming, adds a lot of secondary dependencies.

Additional context
WABT was added for a dependency checker we added to check our WASM to make sure it wasn't doing something we didn't support.
It's not clear that we are still using this, so it might be possible to remove WABT and all it entails
