Deploy task default destination to program files doesn't work

If I have the Destination field empty in the deploy task it says it will default to Program Files(x86) but it goes to the artifact directory. See error message below:

What does this PowerShell return on the affected server:

$ProgramFiles = $env:ProgramFiles
if ([Environment]::Is64BitOperatingSystem) {
    $ProgramFiles = ${env:ProgramFiles(x86)}

Also, your error message indicates that the application $Name is 'Tools Common', which is definitely wrong. Perhaps the parameters simply aren't being bound correctly. Try adding a fresh task and see if you get different results.

If still failing, please share the line in the log that displays "Name: , Environment: , Destination: , BTDeployMgmtDB: ".

The PowerShell code works on the deploy server

The name is one of our Applications so it is correct.

Here I have a empty Destination field. It goes back to artifact directory and fails:

Here it is the same job with the destination field with a value of "C:\Program Files (x86)". This works.

Both the Deploy and Undeploy task has the same issue with the default being the artifact directory.
