Build Manila images for test in CI

We need to be able to dynamically build images for Manila and then use those in the test if needed. We should also have both a generic release name (i.e. zed) tagged image but also a release tagged image (i.e. 1.11).

If there are no image or Manila changes, then we will use the latest tagged image. Otherwise, we should build one and test it inside the CI.
