Can't check chair cushions for stuff

Description of issue

tried checking the captain's office chair cushions for the spare, couldn't check at all (hand was unoccupied)
another player reported something similar after accidentally dropping his scroll of teleportation inside a chair and being unable to recover it

expected to rummage and find nothing
couldn't even rummage around
