So far all the non-amd64 images were created by debootstrap under qemu-user emulation. However, there is just no ia64 support in all known mainstream emulator projects. The only way to create Debian IA64 docker images is to create them in a native Debian IA64 machine, and the generated images will only be useful on native IA64 environments.
